The final segment from the Reboot Illinois/Citizens Club of Springfield tax forum features panelists Ralph Martire and Ted Dabrowski recapping their arguments about tax policy in Illinois.

The clip starts with Martire making the case that Illinois needs not just to move to a graduated-rate, progressive income tax, but also must revise its sales tax to include services as well as consumer goods. Martire, executive director of the Center for Tax and Budget Accountability, believes Illinois’ entire tax system is outdated and obsolete for Illinois’ modern economy.

Making the counter argument is Ted Dabrowski, vice-president of policy at the Illinois Policy Institute. “That sounds a lot like a Detroit plan,” he responds to Martire’s tax reform ideas.

The forum took place Aug. 15, 2013, at the Hoogland Center for the Arts in Springfield.
