This video incorporates some older video footage from 2011 that basically show the same things are pretty much happening today as they were in 2011. In this video a street musician is playing and singing loudly for donations in front of a downtown restaurant. His singing is so bad, and loud to be heard through dual pane insulated widows and insulated walls. Yet, when residents call Bloomington Police to address the situation. They basically ignore this guy disturbing the peace until 2:00 am. This shows the kangaroo law enforcement that goes on in the downtown with respect to the bars and bar patrons. This guy is allowed to stand playing guitar, singing loudly well into the early morning hours. So, downtown residents do not have the same civil rights as other Bloomington residents? The police only respond to noise disturbances in the suburbs, but not downtown? So, there is no equal protection under the laws in downtown Bloomington. This is how downtown residents are treated with respect to the laws and the police. The laws are just not enforced. And people wonder why the downtown has not developed. It is series of issues, but the fundamental and the constant that hinders the development, is the City’s steadfast protection of the bars, their patrons, at the expense of the downtown residents and property owners, and non-bar businesses.
