This webinar is one in a series that will cover build-out and feasibility considerations during broadband development planning and implementation, with focus on easements, right-of-way’s and more, thus helping local leaders understand how broadband development projects should interface with existing infrastructure.

This specific program will feature professionals who will speak on Illinois railroad infrastructure and cooperation vis-a-vis broadband infrastructure implementation. Several professionals will explain the processes necessary for broadband leaders and their partners to assure in order for projects to progress smoothly and avoid legal challenges. Renay Robison, AVP Real Estate & Development of RailPros, Inc., will be speaking on Norfolk Southern’s new online Protection Services Coordination (flagging) process and its Utility Construction Monitoring program and what to prepare in advance of submitting a request. Keyana Holloway, System Manager of Property Services for Norfolk Southern Corporation, will discuss how to navigate and effectively use Norfolk Southern’s new online portal. Kevin Clark and Chase Browning, CSX, will share information on how to successfully permit with CSX to reduce permitting times.

About the speakers:

Chase Browning is a Sr. Track Analyst in the CSX Real Estate Group and has worked at CSX for 11 years. Based out of Jacksonville, FL, he has worked as a Design Engineer in the CSX Engineering group as well roles in the CSX Real Estate Group. He is currently responsible for the engineering review of design and construction plans submitted by public and private utility agencies requesting to cross or occupy the CSX Right-of-Way, along with coordination of utility relocations in support of CSX Capital Projects.

Kevin Clark (Real Estate Specialist) has worked various roles within the CSX Real Estate group for the last five years. He is currently responsible for utility contracts within the following states: Illinois, Maryland, New Jersey, North Carolina, South Carolina, Ohio and Virginia.

Keyana Holloway is System Manager Property Services, Norfolk Southern Corporation and has worked in Railroad Real Estate for over 20 years. For the last 10 years she has negotiated and prepared contracts with utilities, public and private entities and individuals who cross or parallel railroad property. Keyana also leads a team that manages portfolios for Norfolk Southern’s fiber, signboard, oil/gas, cell tower, and private crossing programs. Keyana’s extensive knowledge in utility processes has her serving as a spokesperson in a number of legislative matters involving utility occupancies on the Norfolk Southern’s right of way.

Renay Robison is AVP of Real Estate & Development at RailPros, Inc. and is a real estate and industrial development professional with more than 25 years of experience and is responsible for managing railroad client’s real estate assets. Prior to joining RailPros in 2018, Renay served as Director/Assistant Director of Real Estate at the Union Pacific Railroad (UPRR) for 10 years, providing leadership for negotiation and preparation of contracts with utilities, public and private entities, and individuals who wish to cross or use railroad property. Her extensive knowledge of real estate management, the appraisal process, and unique railroad and utility statutes led to her serving as an industry expert in legislative and litigation issues involving utility occupancies on the railroad right of way. She has held leadership positions of local and state economic development and railroad organizations, including the National Association of Development Organizations (NADO), and the American Railway Development Association (ARDA).

Tom Livingston is Head of State Government & Community Affairs and has worked at CSX since 2003 based in Illinois. From 1999-2003, Livingston served as Executive Director of the Illinois Medical District Commission during a period of extensive development growth. From 1990, he served in several posts for Illinois Governor Jim Edgar including Senior Assistant for Transportation, Infrastructure, and Higher Education. Livingston has served as the elected Trustee and Village President in LaGrange, Illinois; Chairman of the Civic Federation of Chicago; Chairman of the Cook County Forrest Preserve Foundation; Chairman of the University of Illinois Alumni Association; and Chairman of the Calumet Area Industrial Commission. He and his wife Casey have three children and live in LaGrange, IL.
